The Ministry of Defense proposes to transfer funds from an article on the construction of housing for servicemen to purchase apartments in the secondary market on the terms of equity participation on sum148.85 million UAH. Corresponding changes to the government decree No. 214 of March 29, 2017, the Defense Ministry submitted to the meeting of the Cabinet of Ministers on December 18.

As they write "Nashi grosi," the Defense Ministry explained that the distribution of funds for the construction and reconstruction of housing for the military Kambin approved at the end of March, and its mandatory approval by the budget committee of the Verkhovna Rada took place in late May. Thus, for the use of state budget funds, the Ministry of Defense was about seven months, whereas the construction (reconstruction) of facilities for which funding was approved required eight to ten months.

To have time to use the planned funds by the end of the year, the Ministry of Defense proposes to reduce the financing of 11 construction projects that were planned to be delivered in 2017. We are talking about the construction of apartment buildings in Nikolaev and Cherkassy, ??Bolgrad, Odessa region, in Berdyansk Zhytomyr region, as well as in Stryi and Javorovo, Lviv region. In addition, it is proposed to reduce funding for the reconstruction of the hostel in the Vasilkovsky district near Kiev and the completion of a house in a military town in the Lviv region.

The Ministry of Defense asserts that the proposed reduction in funding will free 148.85 million UAH. , which it is proposed to use for the purchase of finished apartments. With the coordination of positions with the Ministry of Finance, it is known that it is planned to buy 172 apartments.

It is noted that without this redistribution, the Ministry of Defense will receive almost twice as many apartments - 456 apartments out of a total plan of 1514 apartments. But even the redistribution of funds will not allow to fulfill plans for 2017 to receive apartments for military personnel - they will be 284 less, or 19% of the plan.

The expert conclusion indicates that the initiative of the Ministry of Defense due to the limited time will create conditions for the purchase of apartments at inflated prices. In addition, some construction projects proposed to reduce funding by 20-25 times, which, according to experts, indicates a low level of planning and use of funds by the Ministry of Defense.

Also to financing in 2017 it is offered to include building of a high-rise building in Odessa and on its completion to allocate 15 million UAH. According to experts, there are risks of mastering these funds effectively in two weeks.

Also in the expert opinion it is stated that the Defense Ministry did not provide convincing calculations for the redistribution of funds "in order to avoid possible use of funds for construction in 2017 fiscal year". At the same time, the draft amendments to the Ministry of Defense have been agreed by all ministries.
