Despite the bankruptcy of the Bank of Russia, the Arbitration Court decided to grant the petition of the "Ugra" rights activists, demanding that the Central Bank text protocol No. 36. Also, clarifications were requested on the procedure for accepting an order to revoke a license on the basis of this document. Representatives of the credit and financial organization explained that under this protocol, the Central Bank first decided not to withdraw from Yugra a license. Representative of the Presidential Envoy for the Rights of Entrepreneurs, Boris Titov, supported the petition of the plaintiff to demand the documents of the Central Bank and to attract the Deposit Insurance Agency. The business ombudsman is brought to consideration of the claim as a third party. Lawyers of Yugra believe that the regulator illegally applied each of the grounds for revoking the license from the bank. So, according to them, the financial institution did not allow its own funds to fall below the established minimum. In addition, Yugra did not violate any of the mandatory standards, which was set by the Central Bank itself.
