The French edition of Le Monde published an article accusing the head of the NOC of Ukraine and the vice-president of the International Association of Athletics Federations Sergei Bubka of involvement in the corruption scandal.
As Le Monde writes, Bubka allegedly took part in a corrupt deal involving the son of the former head of the International Association of Athletics Federation (IAAF) Lamina Diaka - Papa Massata Diaka - and former president of the All-Russian Athletics Federation (VFLA) Valentina Balakhnicheva.
According to the publication, in June 2009 Bubka transferred 45 thousand dollars to the offshore company New Mills Investments, the beneficiary of which was then the ex-treasurer IAAF Balakhnichev.
In January 2016, the IAAF Committee on Ethics made a decision on Balakhnichev's lifetime disqualification. The Sports Arbitration Court (CAS) in August 2017 left this decision in force.
Shortly before the transfer of funds by the Bubble, New Mills Investments transferred a similar amount to Papa Massa Diak.
The French financial prosecutor's office announced the existence of a global corruption scheme around Pope Massa Diac, related to the bribery of members of the International Olympic Committee (IOC) and the IAAF.
According to the prosecutor's office, there are indications that the funds were received in exchange for the votes of the members of the IAAF and the IOC who took part in the election of cities that will host the Olympic Games and other major competitions.
Voting for the choice of the Olympic capital-2016, which became Rio de Janeiro, was held on October 2, 2009.
