The government decided to support domestic tourism. To this end, the two ministries are developing a new mechanism to subsidize transportation to popular domestic resorts. It can be launched in 2018.

Subsidies from the federal budget are going to be allocated to tour operators purchasing places for tourist groups on regular and charter flights, as well as for transportation by rail. At the first stage it will concern the organization of rest on sea resorts of Krasnodar territory and Crimea, mark "Izvestia".

For this purpose they plan to allocate a considerable sum. When the mechanism becomes operational, the cost of tours for consumers may decrease.

First, the representatives of the tourism industry proposed to introduce a mechanism of subsidies for the transportation of tourist groups on regular flights of Russian airlines. But in the world practice this has not happened yet, so this option was considered inexpedient. According to him, at the end of the meeting the participants came to an agreed decision that it is necessary to formulate proposals, based on the expediency of subsidizing not airlines for transported tourists, but tour operators forming a tour package taking into account transportation, accommodation and logistics, he added..

This will allow us to achieve the set task of reducing the cost of the whole tour package and stimulating the development of domestic tourism. Subsidies are proposed to be allocated to tour operators when they fulfill certain conditions.

Such a mechanism of subsidizing is in international practice and is used, in particular, in Turkey and Israel. There, tour operators receive money for each traveled tourist.

The Ministry of Finance plans in the near future to send a request for consideration of the possibility of allocating the Ministry of Culture or Rosturism the necessary funding from the federal budget.

The government supports the initiative to introduce subsidies. In the pilot phase, the volume of subsidies will be 1 billion rubles.

In Russia since 2014. The federal program of subsidizing air transportation operates in Simferopol (Crimea). This year, 475.4 million rubles were allocated for these purposes.
