"RT in Russian" reports that in a video recording a man named Masaud al-Surguti calls on Muslims to organize attacks on "infidels".

The network previously published a police cadre of a young man who attacked with a knife on passers-by in Surgut.

As previously reported, on August 19 in Surgut a man armed with a knife attacked passers-by. As a result of the incident, seven people were injured. SC Russia established the identity of the attacker.
