According to the explanatory note to the bill, the special fund will be mainly filled by the transfer of 10.98 billion UAH from special confiscation. These funds, including, will be directed: more than 4 billion UAH - to increase defense capacity and state security, 4 billion UAH - to develop the health care system in rural areas, 1 billion UAH - to develop and maintain a network of public roads.

The limit of the state budget deficit remains at the level of 77.647 billion hryvnia.

The limit of the national debt will be increased from UAH 1,716.7 trillion to UAH 1,823.7 trillion in connection with the pre-capitalization of Privatbank.
