Ukraine - at the forefront of the First World Cyberwar, experts believe, analyzing the sensational cyber attack. Will our state (which annually invests millions in the training of highly qualified IT specialists, but can not keep them in the country) stand in this confrontation?.

"Cyberattack demonstrated the main strategic problem - the lack of a unified state policy of cybersecurity," believes Vladimir Seminozhenko, ex-head of the State Agency for Electronic Governance of Ukraine.

Vladimir Petrovich gives concrete examples. The creation of the Cyber ??Security Strategy of Ukraine within a month was stipulated by the Decree of 01. 05. 14 No. 449, and it was approved only two years later by Decree of 15. 05. 16 No. 96. Until now, the list of information and telecommunication systems of critical infrastructure facilities of the state has not been formed, as stipulated in the Cabinet of Ministers Resolution of 23. 08. 16 No. 563.

"The tasks to ensure the country's cybersecurity are dispersed between the Ministry of Defense, the State Service for Special Communications and Information Protection, the Security Service, the National Police and the National Bank," lists Seminozhenko. - It remains a mystery in the current situation and the role of the central authority - the State Agency for Electronic Government. By and large, we should be grateful to the organizers of cyberattacks for allowing us to identify all the critical vulnerabilities of national information security. And we have time (really want to believe it) to correct mistakes ".

Vice-President for Legal Affairs of the Association "IT Ukraine", Managing Director of SBT Systems Ukraine Dmitry Ovcharenko shared his opinion on why hackers managed to "lower" the image of "Ukraine": ".

- Indeed, the paradox: the IT industry is in the third place in Ukraine, while the virus put the country on its knees. The fact is that, unfortunately, IT-business is not in demand in the country and 98% works for export. But the answer to how to change this is not directly related to IT.

- What is not too late to change in the state, so that we ceased to be interrupted by outsourcing and switched to the production of our own billion-dollar products?.

- The state should cease to serve the individual interests of oligarchic groups, complete the long-discussed reforms (judicial, land, pension, etc.).. ) And become a strong player and CUSTOMER in the domestic market.

Then the state machine will be enriched with the latest innovative developments in the field of cybersecurity, because in Ukraine dozens of companies that write the most advanced solutions for Western Europe and the US!.

And it will not be a laughingstock to the whole world - with failures in the work of the central government body of the Cabinet! Including, the state simply bends down and lift gold bars literally from under the feet - domestic programmers write products that Western companies are ready to buy for huge sums of money. For example, buying Looksery for $ 150M last year.

- Why this money does not come to Ukraine?.

- Simply because the domestic patent in its value does not differ from the paper on which it is printed. Therefore, Ukrainian children are forced to register in the same Silicon Valley. It's time to become the master in your country and stop enriching the neighboring economies.
