Settlers - a resource for the development of territories

According to the Ministry of Social Policy of Ukraine as of June 2016, the number of internally displaced persons who have been forced to leave their homes is 1.8 million people. Provided planned and purposeful work on the part of local authorities to integrate temporarily displaced persons, resettlers can become an additional resource for the development of territories.

The team of specialists, which today united in the party "Our Territory", in a number of public organizations and initiatives, managed to establish an effective work on the social adaptation of settlers, assisting in employment, solving social and domestic problems. Great support in this is provided by international foundations and public organizations that provide grants for various categories of IDPs, including for opening their own businesses and creating jobs.

Settlers of working age have a high educational and qualification level, since most of them have higher education. According to the State Employment Service, about 65% of IDPs who moved to the controlled part of the Ukrainian Donbass of IDPs graduated from the university, another 19% - a technical school, and only 16% have primary and secondary education. This human capital can and should become an additional resource for the economic development of the region.

Effective work on the social and economic integration of IDPs into the local communities of Donbass contributed to a change in public opinion towards internal migrants.

According to sociological research conducted by KIIS, it changed from negative to positive and neutral. About 89% of the population of Donbass perceive internal migrants as citizens who are hostages of a situation in need of support. The respondents (77%) also do not consider the migrants guilty in the situation in which they found themselves. Increasing the level of tolerance towards IDPs will facilitate the successful integration of internally displaced persons in the territory of Donbass under Ukraine's control, peace, social harmony and social cohesion to overcome the consequences of the crisis in the east of the country.

The second important block of solving the problem is the issue of housing for victims of military action. Only 1% of immigrants have their own housing. Therefore, we initiated a bill in the parliament: at the legislative level, ensure the right of settlers to affordable housing. We are talking about the changes introduced into the Law of Ukraine "On counteraction to the impact of the global financial crisis on the development of the construction industry and housing construction" by the Law of 1954-VIII.

In addition to the principle of "70 to 30", where 70 - part of the cost of affordable housing, paid by citizens, and 30% - part covered by the state, the law enshrined the principle of "50 to 50", which provides compensation for veterans of ATO and internally displaced persons half the cost of housing. According to the definition given in the text of the law, affordable housing is housing / housing complexes built with state housing support. In this case, we see the adaptation of the European experience to the Ukrainian realities, besides, allowing to pass the stage of construction of social housing.

Affordable housing for immigrants allows us to introduce new construction technologies, develop the industry, form a new pricing policy. I'm not saying that every new home is a new service, trade, social sphere, etc..

If this tendency is imposed on the projected budgetary funds that are going to be used to build housing for the soldiers of the ATU and immigrants, then within the next five years 33,000 families will be provided with housing.

The real help from the state to the internally displaced people is a much better ally in the battle for the minds of the inhabitants of the occupied territories than propaganda from television screens.
