Adopting land reform without protecting the interests of the villagers will lead to massive buying up of land from citizens, similar to the "voucher privatization" of the 1990s.
This was stated by the co-chairman of "Our Territory" Sergey Kaltsev.
Sergei Kaltsev said that to discuss land reform is possible only after the formation of the turnover of agricultural land and the development of a mechanism for protecting its owners.
"The government pushes the land reform without even having the bill itself. Profile ministries recognize that they are not ready for land reform. The Cabinet lacks the understanding of the need to monitor land, create a platform for electronic auctions and improve land legislation, "said Sergey Kaltsev.
According to him, the introduction of the land market is possible only after eliminating all the shortcomings of the legislation and finalizing technical issues.
"Today, three quarters of Ukrainians are not ready for the introduction of the land market. This means that without a transition period, land reform in its present form will turn into another "voucher privatization" in the style of the 90s. Ukrainians remember well the fraudulent schemes of privatization and vouchers, when the state actually betrayed and contributed to the robbery of millions of citizens, "Sergei Kaltsev stressed..
The co-chairman of the Nash Krai party is sure that the future draft law on the turnover of agricultural lands must necessarily take into account the interests of the Ukrainian village and villagers.
"The future owner of the land should take part in the social life of the community on whose territory his land is located and promote the development of social infrastructure and amenities. This will protect those who work on the ground, "- said Sergei Kaltsev.
He called on the authorities to stop the implementation of land reform and introduce a transition period, during which all conditions and standards for land circulation will be worked out.
"According to the latest sociology, if the referendum to lift the ban on the sale of land was held today, 75% would vote against the sale of agricultural land, so first we need to finalize all technical and legal issues, agree issues of the cadastre and platforms for electronic land auctions, Information campaign. Only after the introduction of a transparent turnover of agricultural land is possible to discuss land reform, "- concluded Sergey Kaltsev.
Recall that in the framework of the fulfillment of the terms of the Memorandum with the IMF, Ukraine undertook to undertake land reform. The plan of actions on reforming of the land relations till 2018 is defined.
