Head of the US State Department Rex Tillerson prepared a plan for building "constructive working relations" with the government of the Russian Federation.

"Now Russian-American relations are rolling down the gutter. We do not want them to end up in a gutter, "said the State Department official, explaining the appearance of such a document.

The corresponding plan consists of three points, each of which is considered mandatory in Washington. In particular, Tillerson wants to persuade Moscow to refrain from "aggressive actions against the US" and makes it clear that Washington will respond to actions that are directed against their interests.

The second point concerns the relationship between Moscow and Washington on a number of foreign policy issues, including Syria and North Korea, as well as cybersecurity. For example, the State Department suggests that Russia not develop trade relations with North Korea and improve coordination to combat the "Islamic state".

After these conditions are met, the "strategic stability" program must enter into force, providing for cooperation with Russia in solving long-term global problems.

As reported by the Observer, on the eve of the US Senate supported the tightening of sanctions against Russia for the annexation of the Crimea, the support of Syrian President Bashar Assad, as well as hacker attacks on the servers of the US Democratic Party before the presidential elections in 2016.
