On the shelves: the co-author of the medical reform explained its essence

A full-fledged medical reform should have a clear concept and implementation plan. Therefore, the bills on financial guarantees, considered by the Verkhovna Rada, can not be called a full-fledged reform.

This was broadcast on the TV channel NewsOne by People's Deputy of Ukraine Andrei Shipko, one of the authors of amendments to the draft law "On state financial guarantees for the provision of medical services and medicines".

According to Shipko, two draft laws on financing only change the essence of the allocation of funds, in fact sharing what the state will pay for, and what it will have to pay out of the patient's pocket.

"The state takes care of emergency medical care. After its rendering, the rest of the patient pays for himself. In addition, the state will pay for consultations from various doctors - that is, the primary link of assistance. Palliative care, that is, the maintenance of life of seriously ill patients is also at the expense of the state, "Shipko said..

In addition, Shipko noted that the working group on the development of medical reform offered just such a financing option and full financial protection of motherhood and childhood.

"The working group, which I was part of, offered to provide medical care for children in the package of public services. Also, the delivery and pregnancy of women should be free, as motherhood and childhood are the basis of the future of the country, "said Shipko.

The People's Deputy also commented on changes in health care that would touch pensioners, saying that at the Reform Council with the participation of the president of Ukraine, it was suggested to introduce the term "medical subsidy".

"This initiative will work as a municipal subsidy. For representatives of unprotected layers of the population and pensioners, the state will allocate the amount that will be sent for human treatment, "- said Shipko.

Also Shipko announced the creation of a new executive body in the state - the National Medical Agency, through which all allocated funds will pass. The order of the cost of medical services will be calculated taking into account international protocols and related diseases that will be similar in value.

"But this, again, is not a matter of one day. This reform is proposed to be introduced in 2018, and the changes will last until 2020. I am the author of the bill on social insurance, which passed through the Ministry of Social Policy. Insurance can become a source of income, through which it will be possible to protect the population of Ukraine, "Shipko said..

As reported by the "Observer", on June 8, "for" the adoption of the bill "On state financial guarantees for the provision of medical services and medicines" was voted by 227 people's deputies.
