The Verkhovna Rada adopted in the first reading and as a basis the bill 6327 on state financial guarantees for the provision of medical services and medicines.

Their votes "for" after the fourth return to the vote were given to 227 people's deputies.

At the same time, the alternative bill of deputy Oleg Musia scored only 32 votes.

The purpose of the adopted bill, which is included in the prepared and. Minister of Health Ulyana Suprun package of proposals on the reform of medicine in Ukraine is the creation of an effective mechanism for financing the provision of medical services and medicines at the expense of budgetary funds to ensure the preservation and restoration of the health of the population of Ukraine.

According to the bill, the volume of medical services and medicines, the cost of which is covered by state guarantees and the degree of coverage, is fixed at the level of law in the state guaranteed package.

"Within the framework of the state guaranteed package, the state guarantees full payment at the expense of the state budget of necessary medical services and medicines at the emergency, palliative and primary level, and partly on the secondary (specialized) and tertiary (highly specialized) level provided by providers of health services. At the same time, the component of medical care at all levels will always be paid by the state in full, "reads the law..

To ensure the possibility of forecasting the amount of health care expenditures, the Cabinet of Ministers of Ukraine will annually approve a specific list of services and medicines included in the guaranteed package.

According to the proposal, the right to guarantees should, regardless of any additional criteria, have:.

• all citizens of Ukraine, • foreigners and stateless persons who permanently reside on the territory of Ukraine (except those who are not tax payers in Ukraine), • persons who have been recognized as refugees or in need of additional protection.

Patients will be able to receive medical services and medicines in full or in part from the state budget at health facilities of any form of ownership and from individuals who have obtained a license to carry out economic activities in medical practice and have entered into contracts for medical services for the population. At the same time, the medical care component of the necessary treatment will always be covered by the state.
