The rights of Muscovites participating in the housing renovation program will be protected at the federal level. The State Duma amended the bill on the demolition of Khrushchev, which guarantees a citizen the possibility of judicial protection of his opinion on any item of the draft. The time for amending the bill on renovation was extended until June 3. To this decision, the State Duma deputies came on Friday, May 19, at a plenary meeting. After the adoption of the document in the first reading on April 20, it was planned to prepare changes before today's meeting. Indeed, the day before representatives of all factions - Galina Khovanskaya from Just Russia, Moscow United Russia deputies Pyotr Tolstoy, Evgeny Moskvichev and Nikolai Gonchar, and Mikhail Degtyarev from the LDPR and Alexei Russky of the Communist Party of the Russian Federation - introduced a package of amendments aimed at protecting the rights of citizens.

They are especially important right now. The city authorities launched May 15 address voting on the renovation program. Within a month, until June 15, owners and tenants of premises should decide for themselves whether they want to move to modern buildings or refuse to move from their place. For the choice to be more meaningful, people must have guarantees and answers to many questions, the State Duma speaker Vyacheslav Volodin.

"When people discuss a project, they do not see federal law. And it turns out that they are guided when discussing the norms that are adopted at the Moscow City Duma. But it can not make decisions in the field of protecting the rights of citizens, these are federal powers, "the speaker explained.. Therefore, State Duma deputies must form and voice their position now. "If we see that the questions remain, no one then prevents us from taking a decision to postpone the deadline for amendments. It is important that citizens do not make decisions blindly, guided by rumors and speculation, "- said Volodin.

Yes, at the level of city authorities there are also certain guarantees for participants of the resettlement program. In particular, the right of everyone to change his mind - that is, to leave the project or, on the contrary, to join it. In addition, metropolitan deputies registered a rule that new housing will be provided literally within walking distance from the previous address, except for Zelenograd and a number of districts of the so-called new Moscow where resettlement is possible within the district.

Moreover, the city authorities promise to preserve the habitual environment for immigrants as much as possible: it is possible to move together with neighbors and even entirely with entrances with the same order of apartments, the chairman of the Commission of the Public Chamber of Moscow for Housing and Communal Services, Capital Repair and Local Self- Director of the Association "School of literate consumer" Alexander Kozlov.

All this is right and good. However, among these guarantees there is, in particular, a very important position - the ability of a citizen to assert his rights in court. After all, one can not exclude that a person will agree to participate in the program, and then remain dissatisfied with the proposed apartment or the amount of compensation. In this case, he should have the opportunity to sue. And this right is guaranteed to him by the amendments already submitted to the State Duma for the second reading of the bill.

Deputies insist: while the citizen's appeal is considered by the court, it is impossible to demolish the house. Yes, this can increase the duration of the renovation program, but fully protects the rights of owners. Members of the lower house of the Russian parliament agree with their metropolitan counterparts: homeowners or employers must decide for themselves whether they want to move to an equivalent apartment, or to an equivalent one, or to take money. That's just for thinking Moscow offered to give two months, but the State Duma deputies decided that this is not enough - you need at least three.

In general, the State Duma deputies have two more weeks to finalize the document before the second, basic, reading.
