Information about the great popularity of Chechnya leader Ramzan Kadyrov among Russians is an element of the Kremlin's electoral "political combination".

This opinion was expressed to the "Observer" by the Russian journalist and TV presenter Evgeny Kiselev.

Commenting on numerous reports about the growing popularity of Kadyrov, as well as his predictions of his victory in the presidential election, he explained: "The starting point for the wave of these comments, rumors and assessments was the publication of VTsIOM - the All-Russian Center for the Study of Public Opinion, or rather its leader, Mr. Fedorov , Who stated that there are data from the survey, indicating the extraordinary popularity of Ramzan Kadyrov. But we must understand that today VTsIOM is not any center for the study of public opinion. This is an absolutely propaganda organization that periodically publishes certain sociological data with the aim of processing public opinion in the appropriate manner ".

Kiselev added that the current head of this organization - Valery Fedorov - "the Kremlin puppet, a political technologist specializing in the processing of public opinion in the right spirit by publishing fake figures".

Proceeding from this, the journalist came to the conclusion that "some kind of political technological combination is being played out, Russians are trying to force them to believe that Kadyrov is a terribly popular person".

"I think this is done in order to use Mr. Kadyrov as a dummy candidate in the presidential elections, maybe even next year," he admitted..

Kiselev did not rule out that "the most famous Russian oppositionist Alexei Navalny will take part in the 2018 elections". "The popularity of Navalny in today's Russia is so significant that preventing it before the presidential election in 2018 is to undermine their legitimacy," he said..

The journalist allowed the option when "Putin and his entourage spit on everything, they will score and hold elections as they would be as convenient as possible". At the same time, he is convinced that the apparent legitimacy of the elections is still needed by the Kremlin - for this will be used Navalny, who will participate in the elections, but will not pass in the second round.

According to the idea of ??the technologists, Putin and Kadyrov should meet in the second round, which will ensure a convincing victory for the current head of the Kremlin. In this context, Kiselev recalled a similar scenario that was implemented in Ukraine in 1999: there was a "strong opposition candidate" - the socialist Alexander Moroz and "the most unacceptable candidate for the majority of Ukrainians" - the Communist Petro Symonenko. The task of political technologists was to have the last. They successfully coped with this task, and Leonid Kuchma was elected president.

As the "Observer" wrote, earlier Evgeny Kiselyov admitted that Vladimir Putin can refuse to participate in the presidential elections.
