Russian customs authorities began to require exporters of liquefied gas to Ukraine a positive opinion by the Federal Service for Technical and Export Control of the Russian Federation. This is reported by Ukrainian operators of the LPG market and Russian producers, writes OilNews.
According to the operators, the requirement of the FSTEC conclusion for the railway parties began to operate from May 1. This, in particular, was reported to shippers in the telegram of RZD. At the same time, car exports were impossible without the conclusion of the FSTEC on April 28.
"Another 27 April loaded normally, and on the 28th two went to Brest with two cars for Lukoil gas, and already the release, returned empty," the representative of a large gas importer company in Ukraine told the newspaper. A source in "Belorusneft" said that problems with export registration to Ukraine were not observed on May 1-4.
Russian suppliers note that when registering a customs declaration of cargo in the direction of Ukraine, customs requests the conclusion of the FSTEC as an additional document.
The procedure for obtaining permission is posted on the website of this agency, and assumes a 15-day period for review of the application, as well as a 10-day period for filing additional documents. In this case, the conclusion is required for each contract.
Both Russian suppliers and Ukrainian importers report that new requirements will not have an impact on the Ukrainian market in the near future.
