The same is written in the Russian nuclear doctrine in the section on nuclear weapons. There are quite reasonable things about Russia's willingness to use nuclear weapons in the event of an attack on it by a state using weapons of mass destruction or in the event of a threat of a conventional attack that threatens the existence of the state itself. Translated into ordinary language, this means that if, say, a ten-million-strong Chinese army moves across Siberia in the direction of the Urals, Russia is ready to be the first to use nuclear weapons. Such formulations exist in all the doctrines of all nuclear powers. The same is written in the doctrine of Great Britain. Simply the British Minister of Defense decided to remind that Britain is a nuclear power, and such a function is envisaged. This is what the world holds the last 50-60 years.
