I will share the "fresh bills" with a fresh tender story from the owner and director of the largest domestic sewing enterprise "Yaroslav", Alexander Barsuk, in home textiles.

Recently, a tender for the purchase of bed linen was announced and held in the Ministry of Defense, namely, sheets and pillowcases. Well it would seem that it is easier, today every day on several such conduct in Prozorro. And quite successfully and with a significant decrease in procurement prices. But this is often done by women of pre-retirement age, but they have not lost their conscience and reason.

Another thing is MO. To date, entire structures have been created there, we will name the Center, the DDZ, the logistics service, the tender committee. The main activity of this structure is confusing and complicating the delivery of products. What for? And why do we need muddy water? And why are there not enough officers in the army, and does the Center have a queue? Probably, there is some interest? And now the facts.

Due to the complicated and complicated conditions of participation in tenders, the number of participants has decreased by almost ten times. The tender for bed linen was attended by only a few companies. Our company "Yaroslav" and other participants exhibited different prices and many reduced them in the course of trading. And one company that put out a much higher price and did not go down a penny. As they later turned out to be something they knew, I will not name names now, they can be recognized in a few minutes by looking in Prozorro. They knew who would be the winner. And now the numbers.

The total amount proposed by "Yaroslav" is 2323200 gr for 40 thousand sheets, and another company is 2739407gr. The budget losses amounted to 416207 hryvnia or about 20 percent. The reason (official) failure of the lower price:.

- Copies of documents are not made from original documents, but from certified copies (it's a horror, as they could) - in the certificate for the technical characteristics of the goods was not the year of release, but such a certificate was filed separately.

These are, of course, very serious reasons to throw out of the tender player with a proposal for 20 percent cheaper.

You know, maybe I would not write this post, but there is still one thing. When submitting documents for the tender, there was one thing and fucking. One of the knowledgeable people said to our manager: "in vain do you carry these documents. THERE ALREADY ALL HAVE DECIDED! You see, they've already decided everything for us, for you, for all. Such at us solve in МО! ".

As they say, you can reduce or add. Another enterprise complained about the same tender, which also gave a good price, but its proposal was declined, t. Instead of an extract from the staffing table (as before), which they downloaded from among the whole heap of documents, it turned out to be necessary to submit the full staffing of all the staff. And they did not see that the demand was toughened and eventually flew.
