Portnikov: Who will play first fiddle in the Kremlin

On the part of the Russian Federation may sound state, which in the days of Vladimir Putin's rule has become a close-knit group of security forces. These common interests of the security forces - including in business, an overview of the country, in short the future - a typical "Order of the Sword". Against the backdrop of this concept of modern Russia it is unclear how it can be of FSB investigators arrested leading members of the Investigative Committee of the Russian Federation - Ministry, headed by a close friend of Vladimir Putin, Alexander Bastrykin. But what is going to perceive as a crisis in relations between Russian security forces - or problems in their relations with the Kremlin - it means not to understand what changes are taking place in the country and who will play first fiddle in its management in the coming years.

This is a well-known Ukrainian journalist, essayist, columnist and political analyst Vitaly Portnikov wrote in his article for the publication of "7 Days".

In order to understand that with the "Order of the Sword" is never so simple, it is worth remembering how the security forces fought each other in the years of Stalin's Soviet Union - and this despite the fact that even during the most terrible repression they were vulnerable to party apparatus. Security officers have been known to not only repressed. They themselves became victims of repression. the two main Stalinist executioner were shot, to perform the most dirty and dangerous assignments "host" - and Genrikh Yagoda, Nikolai Yezhov. But this is - just the tip of the iceberg. Party apparatchiks, who at any moment could become victims of repression, gladly sent to the dock and in the cellars of the Lubyanka interrogators of the NKVD and GPU. Stalin cleverly manipulated the mutual jealousy of employees of internal affairs and security, at some point, he removed from the supervision of its security forces chief executioner, Yezhov's successor - Lavrenty Beria Lavrenty Pavlovich and powerful had to struggle with Stalin appointed ministers. Incidentally, it is the desire to put an end to this constant war and create a real "Order of the Sword" and cost the life of Beria. Beria knew how vulnerable he is in a situation where no control over state security organs. On the day of Stalin's death he got from growing cold associates leader creation supervedomstva which finally united the MVD and the MGB into one Ministry of State Security. Minister and First Deputy Chairman of the USSR Council of Ministers became himself Lawrence P.. These new features "of the Stalinist falcon" so scared of his colleagues in the Politburo that they quickly dealt with and Beria, and with it the entire group. But fear of what powers may be "supervedomstvo" remained very strong. That is why the MGB was divided again - by the Interior Ministry and the KGB. At the same time the KGB for a long time deprived of opportunities to control the party apparatchiks - they have simply unattainable for him. Moreover, the KGB began to direct apparatchiks - as the head of department appeared "Iron Shurik" Shelepin and Sevenfold, and Andropov, and Chebrikov - all of them were not professional security officers and had more control of security officers, than to restore their control over the apparatchiks. Since then, and has become a tradition - when party apparatchiks were in power, they tried to play off against each other siloviki. And when the people came to power, close to the Lubyanka - the contrary, they sought to create a single center of force. So, when the General Secretary of the CPSU was the former chairman of the KGB, Yuri Andropov, during his stay at the Lubyanka quite pierced departmental interests, he sent an experienced security officer to lead the Interior Ministry Vitaly Fedorchuk. And it was a real blow to the carefully constructed Brezhnev associate Nicholas Shchelokova structure of the police "protection racket" illegal business. But when the Communist regime collapsed, it came to the division of the KGB - of monstrous department identified and border guards, and foreign intelligence, which Mikhail Gorbachev and Boris Yeltsin gave Yevgeny Primakov. It seemed that the KGB ever lost a role of the authoritarian regime's secret police - but now the abbreviation FSB is no less ominous. With the increasing authoritarian tendencies in the government, as usual, is enhanced and the role of special services. And modern Russia in this, of course, no exception. As no exception - the eternal rivalry between the security forces during the birth of authoritarianism.

After Vladimir Putin came to power, in theory, was supposed to begin consolidation of the security forces, finally got their man in the office of the head of state. But unlike Putin from Beria that he came to power in the period of the oligarchic economy, when each of the law enforcement agencies has become a kind oprichininu of a nouveau riche, or simply a tool to redirect financial flows. Power Ministry were not only separated, they were still intertwined interests of oligarchs, criminal clans and the most common bandits. But all this has brought "fellow officers" considerable profit, which allowed a blind eye to the fact that Russian law enforcement agencies have become a kind of continuation of the criminal world. That is why Putin in the first period of his reign was not thinking about consolidation of power structures. On the contrary, he became multiply them, because each of these structures turned into "money-box" and feuded with another. Such structures were easy to manage, easy to manipulate them, they could impose a tribute to - and they do not cause fear in the Kremlin - this, which survived the family of Boris Yeltsin during the attack on its interests neutralized security officer Putin, Prosecutor General Yury Skuratov. So suddenly appeared Investigative Committee Bastrykin surrendered Putin. First, as an important unit of the Prosecutor General, and then - as an independent and untouchable organ at war with the Attorney General's Office. And now - like structure, which attacks the FSB. But it turned out that the guys resist FSB Bastrykin much harder than quarrel with the General Prosecutor's Office. General Prosecutor's Office Investigative Committee Attacks usually choked or passed in response offensive Sledkoma. After the attack FSB representatives of the Investigative Committee humbly repented and promised to learn. Rights of reply offensive to them, it seems, no one gave.

That is why the FSB attack can be a confirmation that a "outlaws" in the ranks of the security forces and an end to all of them would have to be integrated into a new, much more rigid vertical. In "postkrymskuyu" era were forced to change itself of Russian statehood architecture. Putin thinks only of saving power, he does not need the rival factions, he is more interested in a single center, which determines the rules of the game and keeps in check corrupt law enforcers. And it is clear that such a center - and from the point of view of the political biography of Putin, and in terms of organization of power in today's Russia - the FSB can only be. Putin does not need to create supervedomstvo - it is enough to instruct security officers control over the rest of the security forces and give them the right to punish and pardon - and dream of Lavrenty Beria will, at last, brought to life.
