The program of resettlement of five-story buildings launched in Moscow can become a template for a new program for resettlement of emergency and dilapidated housing. This issue will be discussed with the participation of the president at a meeting of the State Council in early May.

The topic of resettlement of five-story buildings was raised on March 14 at a meeting with presidential aide Igor Levitin, at which issues of the implementation of the May presidential decrees. As reported on the Kremlin website. Ru, one of the topics concerned the analysis of the implementation of the resident decree "On measures to provide citizens of the Russian Federation with affordable and comfortable housing and improve the quality of housing and communal services".

As Igor Shpektor, a member of the Supervisory Board of the Housing Reform Assistance Fund, told Izvestia, the idea of ??continuing settlement was approved in principle and now it is about how the emergency houses will be tampered with in the future. This, in particular, concerns Khrushchev, as well as houses of older series. However, a specific list can be determined after the decision to extend the program by the president. The final decision on this will be taken by Vladimir Putin at a meeting of the State Council on May 4, when they will sum up the program for resettlement of emergency housing.

In general, we are talking about the extension of the demolition and resettlement program for emergency housing, which was launched in 2012 and ends this year. It provided for the resettlement of 711 thousand. Man and demolition 11.15 million square meters. M of housing not subject to repair.

However, it was not possible to finally solve the problem of emergency housing. According to experts' estimates, the country still has a large number of emergency houses, which were not taken into account at the start of the terminating program. Each year their number increases including at the expense of five-story buildings built in the 60-70 years of the last century and have now come to a completely worn condition. Therefore, we can talk about the fact that the new program by volume will be comparable with the final one.

The idea of ??launching a new program has already been supported in the government. As Ilya Dzhus, spokesman for Deputy Prime Minister Dmitry Kozak, confirmed, the question of continuing the program for resettlement of emergency housing in the regions. He, however, indicated that a final decision had not yet been taken.

The fact that the idea of ??extending the program for the liquidation and resettlement of emergency housing is being discussed, State Duma deputy Alexander Sidyakin confirmed, and stressed that its adoption is "very likely".

Many problems of emergency housing are rooted in the 60s of the last century, when mass construction of houses from large panels started. In those years, the goal was to eliminate the housing shortage as soon as possible, resettle people from barracks and cellars, and the houses were designed according to a simplified scheme: without elevators, without complex engineering equipment. It was assumed that the five-story building - this is a temporary solution, and in 25 years in their place will be built more comfortable housing. Life, however, has made its own corrections, and today in many Russian cities built-up five-story blocks look like slums.

As Deputy Sidyakin noted, only in Omsk, according to court decisions on the recognition of housing as an emergency, requires an additional 1 billion rubles for resettlement.

Financing of the resettlement program from 2012 was carried out at the expense of the Fund for Assistance in Housing Reform. At the end of the program, it was to be liquidated. However, at the end of last year, the Ministry of Construction discussed its preservation, later, this issue was referred to Deputy Prime Minister Dmitry Kozak.

Therefore, a number of experts believe that it will be preserved. At the same time, it is likely that citizens will be able to build their own homes by the housing and communal services scheme for money received as compensation. For this, however, the amount of compensation should be fair. However, Shpektor admitted, local authorities sometimes calculate compensation for the residual value of demolished houses. Therefore, it is much lower than the real market value of housing.
